Contract extension for Town of Mammoth’s Marianna Marysheva Martinez

Town of Mammoth Lakes Manager Dave Wilbrecht said via email that the Town is going to extend Marianna’s contract to July 1, 2014:

“I have not completed the third amendment but I expect to do so sometime next week. Marianna works for the town in an employee/consulting role in the areas of finance, budgeting and most recently most of her time has been in negotiations and settlement with MLLA. Since we are done with the MLLA work, her assignments will be modified to include working in all areas of the Town. In addition to the duties and tasks listed in the future task PDF, I am developing additional work activities that need to be completed. These include the following:

Selection, implementation and training of new financial software

Implementation of tax collection administration for the Business Improvement District funding this spring

Town employee salary and benefit study

TOT enforcement enhancement through improvements of BasicGov software

Development of a town-wide asset management plan, integrated into the annual budget

Developing and implementing performance metrics for all town activities and reporting and budgeting based on performance metrics

Review of our contracts management system

This work list is long and complicated.

Unlike regular employees including members of collective bargaining who work for the town, Marianna’s compensation package does not include sick leave, vacation (this will change in the amendment), and health insurance. She has no job security and can be terminated at any time with or without cause. She has no seniority.  She receives the same compensation as before, a total compensation package of $192K, that is equivalent to an Administrative Services Director who would be paid at $155K per year and include all the other areas of compensation mentioned above. That position is funded in the current budget. She carries the responsibility of developing and managing the town financial systems, tax collection systems, budgets, state reporting, along with the areas and assignments I mentioned above.  If we did not retain Marianna, the town would be advertising and hiring an Administrative Services Director.”
